WebMolteno. Molteno is one of the coldest towns in South Africa, and lies in the heart of the Stormberg Mountain range. The area experiences warm summers and chilly, dry winters, with occasional snowfalls. It was founded in 1874 and named after Sir John Molteno, the first prime minister of the Cape Colony. Molteno Dam is a small but historic dam, on the lower slopes of Table Mountain in Western Cape, South Africa. Still in service, it was established in 1877 and is now located in the suburb of Oranjezicht, Cape Town.
